Clearly not a professional tool, Windows Movie Maker, which I believe
is a standard part of MS Office (or XP?) allows you do do pretty much
exactly what you want. You need to drag & Drop each clip onto a
storyboard, but once its all there you can edit bits out, repeat
sections or insert extra effects.
Veggie and others will be alng shortly to point you in the direction
of more professional tools, Im sure.
